Steven Johnson was my division director years ago at the US EPA. We all felt that he was, at that time, beyond his level of competence, the Peter Principle, or whatever applies. He got boosted up into the SES-Senior Executive Service by being a good brown-noser, being affable, and pleasing to upper management. His big accomplishment at Office of pesticide Programs was successfully implementing a used pesticides container disposal rule for agricultural users. But he was not known for a true commitment to farm worker or consumer safety or pesticide safety in general. He did the industry's bidding, for the most part.
And that is his legacy as EPA administrator, doing the coal, oil and auto industry's bidding (along with the chemical industry) A sad tenure. But it could have been worse--Bush could have appointed an administrator from Monsanto, Dow or Dupont.
