There's something fufilling in knowing that the vast stretches of Human Resources protocol extend even into our federal government, where lord knows there's enough administrative staff to fully stock every HR department from here to Timbuktu.  And in the great glory that is every HR department, there are those pesky management reviews the rest of us yearly dread.   But this is the CIA.  No one there ever makes mistakes, right?

I just wonder if Hayden had to fill out a personal management performance sheet.
