People forget Giuliani before 9/11 had warn out his welcome in NYC.  People were suffering from Giuliani fatigue---his strongarming of policy,  his antagonism with those that weren't with him.  He was a bully.  Lack of substance, his Iraq position is a continuum of that lack of substance.
