Tricky Dick Redux

You've probably by now heard all about Vice President Dick Cheney's unwillingness to abide by the rules followed by the rest of the executive branch when it comes to safeguarding and handling classified material, based on his claim that his office is not really part of the executive branch. What's startling is that as secretive and cagey as Dick Cheney is about classified material, his office and the White House in general is counterintuitively sloppy and incompetent when it comes to safeguarding classified material.
