The spying is necessary to get information on Americans.
When the program was started, it used equipment that is compatible with electric signals on phone equipment. Now the equipment is optical signals on optical fiber and switches. In order to upgrade the spying equipment to capture optical signals, Congress will have to approve the funds. In order to fund the new equipment, Congress will evaluate the entire program. The White House will lie about the program when drescribing it to Congress, and they will be caught in that lie too.
